Fire District Trustee Marvin Hill Elected
2010-11 Board President

BCFPD President: Marvin Hill
Barrington Countryside Fire Protection District (BCFPD) Trustees elected Marvin Hill to serve as 2010-11 Board President during the Fire District’s May 17 meeting. He succeeds Paul M. Heinze, who remains on the Board.
Mr. Hill has served as BCFPD Trustee since his appointment to the Board in 2003. He played a key role in negotiating the 2005 intergovernmental agreement for fire protection services between the District and Village of Barrington, and oversaw development of the District’s Website.
Mr. Hill brought more than a decade of investment management experience to his previous role as BCFPD Treasurer, a position he held for the past three years. He is Area Representative to the Illinois Association of Fire Protection Districts.
Trustees also elected Thomas P. Rowan to serve as BCFPD Treasurer, and re-elected Thomas C. Long, M.D., to a second consecutive term as Vice President. In addition, Walter W. Dalitsch, D.V.M., a veterinarian with a practice in Barrington, was re-elected Board Secretary.

"All of these reports point to the same conclusion: As we grow population, we
are using water at a rate that is not sustainable. Thus, groundwater supplies
cannot be guaranteed beyond 2050."
Quintessential Barrington Magazine featured Bob Abboud in their recent magazine section "Views from the Village." BACOG, which includes our village, has taken a serious look at groundwater after studies confirmed that we are living with a limited resource. Bob's article begins, " Most of us take drawing a glass of cool water from our faucet or stepping into a hot shower for granted." Another quote, "All of these reports point to the same conclusion: As we grow population, we are using water at a rate that is not sustainable. Thus, groundwater supplies cannot be guaranteed beyond 2050."
The Village Hall is on a private well, similar to nearly all of Barrington Hills. In neighboring municipalities the measurement of water level is a matter of course. Signs are posted when water rationing is in effect. In Barrington Hills there is no common well or water source other than the shallow aquifer. One well does not create a benchmark for action, yet it provides a data point. The village installed monitoring capabilities into its own well. BACOG has taken on the topic of our ground water as a formal initiative: "Water from the local aquifers is the lifeblood of the Barrington area. Residents are dependent on local natural resources to supply all their water needs.Any threat to the quantity or quality of water in the aquifers—through overuse of wells or contamination from septic systems or high intensity uses—would threaten the public health, safety and welfare and our community structure. Knowing this raises many questions. How much water do we have? How deep are the shallow aquifers in the region? What is the economic value of our water resources? It has become increasingly important to inventory, document, analyze and articulate the capacity of the region’s water supply. BACOG continues to analyze newly available data, create resources for officials and staff to better understand groundwater resources, and is beginning to bring research findings to the public."

Village of Barrington Hills Holiday Office Hours
The Village Hall of Barrington Hills will be closed on Friday, December 25 and Friday, January 1. This affects all administrative functions, but will not impact the Police Department, a 24-hour operation.
Additionally, the Village Hall will be closed to the public after 1 p.m. on Thursday, December 24 and Thursday, December 31. Cujo: "I'll be home for Christmas"
This story has a happy ending for a lost dog named Cujo and his Carpentersville family. Owner Zach Lamothe was walking Cujo in Bateman Woods, when he spotted the deer and took off into the Barrington Hills area. The rest of the story is full of the kind of magic that comes about when good people and neighbors reach out to help.
Linda Gordon and Katie Rose, Barrington Hills residents, are two of the Good Samaritans that Zach says were instrumental in their search. Linda drove Zach through back roads, neighborhoods and open spaces until they were successful, nearly 5 days after Cujo bolted. Katie Rose drove the local roads and offered to let Zach use her horse. Linda and Katie called the family each day, never giving up. First dog Newton and President Bob Abboud took up the search as did hundreds of people who love animals and wanted to see a happy ending.
Talking with Zach, he reported that Cujo was dehydrated and so weak he was nearly gone. Now he has eaten and rested and Zach doubts he will go chasing more deer any time soon. Cujo’s health is restored and the whole family is grateful and happy.
The following emails originating from Zach and his family help tell their story:
Everyone! Great news! I got this email today from Cujo's family.
”We found him last night…if it were not for people like, you, the Barrington Hills police, and locals… we would never have found him... he got home around, 8:30 p.m. [December 5] Skinny, and Scared... a woman, living on Sutton, took almost three hours to help us last night. If not for her showing us the areas the calls were coming in from, we would not have him back... Her name is Linda [Gordon]... we had many other helpers…but last night was extraordinary... so many sightings... she and her husband took me into back yards, roads I would have no idea were there.
We are just so grateful, and totally impressed with the efforts by all who live in that area... again... he is HOME... and resting... thank you again for all you have done...
Pam, Zach, Terry, Star, [Lamothe] and I am sure, most of all, Cujo... thank you, thank you, thank you all.”
The search began on November 29. Use of extensive email lists were part of the key to the success. Initial emails included Zach’s which was forwarded by resident Frank Cools:
“This is Cujo... he has decided that he wants to run with the deer... he got off leash and took off near Bateman Road and Rt. 62 in Barrington Hills, Illinois.. We have contacted local and nearby police, but have been unable to find him.
Posting this in the hope that someone has seen him or picked him up. He took off running yesterday at 1:15 p.m. Sunday... 11-29-09. Have this listed on Craig list... etc... and local shelters... we are looking again today. His name is Cujo. He is on medications for a skin issue he developed while in the care of a shelter... so we really want him back so he can be treated... thank you... Zach [Lamothe].”
Phone numbers were included and the search accelerated. Patty Meroni is one of several who emailed her contacts and went out walking and driving around several different times over two days, looking for the lost dog.
Jennifer Bulandr posted the complete story to the Barrington Courier for their next issue. She and P. Denise Israel are two more residents who shared the news extensively from start to finish, helping to bring home Cujo, using their own extensive contact lists.
US Census Regional Job Applicant Training
The US Census has chosen the Village Hall at Barrington Hills as its regional location for testing in January regarding the many job positions open for the upcoming 2010 Census. See the schedule on our Calendar Page.
Note: The US Census Department has openings for Census workers in 2010. The posted toll free number,uses the applicant's postal zip code to route the callers automatically to the correct county for Census employment. Residents in Zip code 60010 specifically are having problems because Barrington Hills is in four counties: Cook, McHenry, Lake and Kane. If you or anyone you know wants to gain Census Employment, please be sure your correct County Census Employment Center is reached when you apply for testing and job training. See notice below. ED.

ZBA Artificial Lighting Draft Ordinance

There was a second ZBA Special Meeting regarding lighting in November 2009 at the Countryside School. Go to the Draft Ordinance for proposed details. American Tower Corporation
Since the last update, the ATC outdoor DAS project has made considerable progress. Barring any unforeseen weather complications, the network is still on track to be “on-air” by Spring 2010, if not sooner. All of the key approvals are in place with the Village, County, and State to be able to move forward. Village residents will begin to see pole activity and some underground digging near the Village Administration building the next couple of months.
While AT&T will be the first tenant on the network, ATC is actively marketing the network to all of the FCC licensed wireless carriers in the market. We are hopeful that others will join as well. Once the DAS network is operational, AT&T customers will notice improved coverage in the DAS network coverage area. Go to the DAS Coverage Maps under Village News. Only once a carrier joins the network, will the DAS improve their [customers’] coverage.
Recently, the Village and ATC reached agreement to utilize the existing Block House at the Village tower site for ATC’s use.

Two Resolutions Passed by Board of Trustees in 2009
Cell phone users will soon have access to more reception bars in 2010. The Board of Trustees approved most of the resolutions that will allow American Tower Corporation, on behalf of AT&T, to install a visually unobtrusive Distributed Antennae System (DAS) to already existing poles in the Village. The project is slated to begin this fall (2009). Gone will be the days of standing at a second floor window with your hand raised in the air to find a reception bar.

CALEA Accreditation Assessment
The Barrington Hills Police Department was scheduled for an on-site assessment on December 14, 2009, as part of a program to achieve accreditation by verifying that it meets professional standards.
Administered by the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA), the accreditation program requires Public Safety agencies to comply with state of the art standards in four basic areas: policy and procedures, administration, operations and support services.

- Formalize essential management procedures;

Barrington Hills Residents - Call to Action for 2010!
Because the region has created a strong record of complaints against CN around excessive noise, vibration and quiet zone violations, the Surface Transportation Board (STB) has agreed to institute a field monitoring process that will evaluate what is occurring along the EJ&E. TRAC is still in the initial stages of working with the STB to define this process and when the monitoring will begin, but we need your help to expedite this process once the details are ironed out! vide the Board the list that TRAC has created so that the field monitoring process can begin. The deadline for getting these requests into TRAC is Sunday, January 10. Residential Burglary Alert - January 15
On behalf of Chief Michael Murphy of the Barrington Hills Police Department, we would like to notify you that this department is actively investigating a Residential Burglary which took place on January 15, 2010 between 7:00 a.m. and 7:00 p.m., in the area of Buckley Road and Merri Oaks Road, in which a floor safe was taken.
Entry to the home is believed to have been gained through a locked garage service door. Anyone with information that may aid in this investigation is asked to contact the Investigations Division of the Barrington Hills Police Department at (847) 551-3006.
We would like to remind residents to lock all doors and windows when leaving your home, and if available, utilize your home's alarm system. If you are leaving for vacation or for an extended period of time, we encourage you to utilize the police department's house watch program.

Barrington Hills - FOIA and OMA News
Go to the Village News Committee Page for added information related to the Illinois Senate Bill 189 which goes into effect January 1, 2010. The bill addresses changes to the Freedom of Information Act (FOIA) and Open Meeting Act (OMA) which impact our Village. The Barrington Hills Board of Trustees formally appointed two (2) FOIA/OMA Officers: Sarah Kenney, Planning and Zoning Coordinator, skenney@barringtonhills-il.gov, for Village Administration and Police Officer JoAnne Gumprecht, jgumprecht@vbhpd.net, Communications Supervisor, for the Police Department.
A new Website page has been developed to educate the public on FOIA and OMA, and provide access to all existing village records online. Forms are available to enable the FOIA requests to be made online. The page has links explaining a new Kiosk which is being readied at the Village Hall for anyone who chooses to make a request in person. The Village of Barrington Hills FOIA web pages are linked from the bottom of the new Village Portal Home Page.

HARPS Reward for Cinnamon
December 30, 2009 Update:
HARPS is offering $100 reward for information leading to the return of Cinnamon.
Ronda Ewing, HARPS Director of Development, reports that so far there have been no sightings of Cinnamon a pretty Shetland Pony who disappeared November 30, 2009. At this point it is suspected she has been abducted; the Police continue to watch for her. Cinnamon is a rescued pony and she has been a part of the HARPS Educational Program and Children's Birthday Party events. Ronda believes the possible abductors may have used a trailer to get the horse and at this point the HARPS family is concerned for her welfare. Our fall recycling focus is out-dated working computer equipment. The Goodwill Store at 746 South Rand in Lake Zurich, 847-550-0769, will take working computer equipment. You can also check out: the National Cristina Foundation (at Cristina), www.computertakeback.com, www.eiae.org, or www.electronicrecycling.org to locate reputable recyclers by state and zip code. Note: Before you donate a computer, take time to erase your hard drive using the appropriate software.

Historic Cemetery Preservation
The Beautification Committee is considering the preservation of two historic cemeteries in the village that are resting places for some who fought in the Civil War. Plans are underway and we are looking for volunteer grant writers, researchers, building movers, and gravestone restorers. We may also organize and recruit residents to participate in a costumed character representation of those Civil War soldiers.
Landscape and Restoration
Finally, Lorraine Briggs, former Village Trustee and originator of the former Landscape and Restoration Committee, which was responsible for restoring the prairie southwest of the Barrington Countryside Fire Station, has joined our committee. Her experience, governmental knowledge and enthusiasm to tackle issues are an inspiration.

Barrington Hills Residents notice Earthquake
February 10, 2010, at approximately 3:59 a.m., many residents of Barrington Hills noticed a slight rumble and noise which turned out the be an earthquake several miles below ground with an epicenter near Pingree Road in Kane County. Reports indicated an intensity 3.8 on the richter scale. The United State Geological Survey (USGS) date gathering process continues.

Barrington Area Conservation Trust is currently working with a number of Barrington Hills residents to protect the rural and scenic character of our residential roadways and to help prevent their expansion. They need support from residents along the roads under discussion.
The Trust’s Heritage Corridor program aims to address possible future widening of roads which are currently being used as cut-throughs, including Otis, Old Sutton, Brinker, Oak Knoll, Bateman, Ridge, Plum Tree, Spring Creek, Meadow Hill, Braeburn, and others. Stand Up and Be Counted!

In 2010, the U.S. Census Bureau will issue a call to action for every resident of our nation to be counted. The census affects political representation and directs the allocation of billions of dollars in government funding annually for critical community services.
The League of Women Voters of the Barrington Area has scheduled two informational meetings on the U.S. Census that will be held on February 16, 2010 at 9:30 a.m. and February 24, 2010 at 7:00 p.m.
A morning and evening meeting are scheduled to reach as many residents as possible. Each meeting will be designed to cover the basics of the census such as history, why the census matters, use of technology, and privacy issues and allow for questions and answers.
Census questionnaires will be mailed in March 2010, so the timing of these meetings is to encourage all residents in the Barrington area to "Stand Up and Be Counted." Meetings will be held at the Barrington Area Library, 505 N. Northwest Highway.

Why Should I Fill Out My Census Form?
In March 2010, forms will be mailed throughout the U.S. kicking off the 23rd National Census. Should anyone question why they should fill out and return the forms, here are some facts about the Census that may not be widely known.
The United States
FACT 1: The purpose of the Census is to gather information, not regulate. Answers to the 10 questions on the form are confidential under Title 13 of the U.S. Code. http://www.usdoj.gov/04foia/04_7_1.html. Filling out the form and mailing it back will mean a census worker will not make a personal call or see your answers.
FACT 2: A complete count in Barrington Hills will increase the amount of federal funds received for programs such as Policing Services. Per capita distributions of the Motor Fuel Tax and Wireless 911 Tax are based on the Census.
Ten percent (10%) of Barrington Hills’ overall budget comes from per capita allotments. If there were a deficit in per capita collections, the village would have to go into the general fund to make up the difference.
FACT 3: Your state and federal representative districts will be developed based on the number of people counted. The Census determines how many seats each state will have in the House of Representatives in Washington, D.C.
FACT 4: Information collected during the Census provides data for product development and marketing, forecasting demand, location decisions, and the delivery of health, social and educational services.
FACT 5: It is the law. Just as it is illegal for Census workers to divulge information, it is also against the law for residents to not fill out and return their Census forms.
Taking time to fill out and return a Census form just makes good cents!
MYTHS of the U.S. Census
MYTH #1: Information from the Census form will be given to the immigration and naturalization service. — FALSE
TRUTH: The Census Bureau is interested in statistical information only. The survey form collects information on the number of people in a location, their ethnicity, income, housing and other social and economic data. This information is then processed electronically and any information that could be used to identify an individual or company is removed, before it is made public.
MYTH #2: The Census form is too long and asks too many personal questions. — FALSE
TRUTH: The 2010 Census Form is very short and will take about 10 minutes to answer. There are question on gender, age, race, ethnicity, family housing, health insurance, marital history, and military service-related disability status.
MYTH #3: It's OK if I choose not to fill out the Census form. — FALSE
TRUTH: Section 221 of Title 13, Chapter 7 of the United States Code requires persons receiving a Census form to fill it out truthfully and return it by April 1, 2010. It also stipulates the penalties for failing to do so. If you do not return your Census Form by April 1, 2010, Census Workers will contact you to assist in completing the survey.
MYTH #4: The Census is only for U.S. citizens. — FALSE
TRUTH: The census is a count of everyone living in the United States every 10 years. The U.S. Constitution mandates it.
MYTH #5: The Census information won't help me. — FALSE
Census data are used to distribute Congressional seats to states, to make decisions about what community services to provide, and to distribute $300 billion in federal funds to local, state and tribal governments each year.

The Cook County Complete Census Count 2009 kick-off event was held May 27, 2009 at the Brookfield Zoo, owned by Cook County Forest Preserve District. The meeting was held to promote the Census 2010.

2010 Census - IMPORTANT News!
The United States Census Bureau is gearing up for the 2010 US Census. The 2010 Census will help determine state legislative districts, apportion seats for the House of Representatives, and distribute more than $300 billion annually in federal, state, local, and tribal funds. In 2000, it appeared that the Village lost significant numbers of residents as compared to 1990. We believe this is the result of the inability to reach all residents for the count. The Websites, Newsletters and other forms of communication will be used to gain access to each and every person on the land. Please help us gear up to gain our fair share of the benefits that accrue from a fully accurate count in 2010.
The Communications Committee has been asked to promote the Census in a major way between now and the 2010 deadlines. This is vitally important to our revenue streams. Every man, woman and child on a property is to be counted and access must be given to census takers to allow for the accuracy of the poll. Please make this a talking point at all of your meetings and with neighbors and friends within the Village all year long. Gated homes are hard to reach; we need your assistance!

Barrington Hills Residents Clean Up in Style
Barrington Hills held the semiannual roadside cleanup event in style on October 30, 2010. There were 43 participants including 28 adults and 12 children who gathered trash and debris, and 3 adults in a supporting role. The targeted clean up area was Helm Road which was closed on both ends by our Barrington Hills Police Department to allow for safety which facilitated Cub Scout participation. The team gathered 48 trash bags, 5 tires and one TV. Some unusual things found: a Halloween skull, a RIP headstone, and a real raccoon skull skeleton.
Before the event Dan Cantalupo and Patti Fahey drove every road in the village looking for the worst ones in need of pickup. Dan made sure tables, tents, vests, bags, and maps were available for teams to head out to their work sites; he printed up instructions for each team with contact information in case of an emergency. Lorraine Briggs ensured everyone signed a liability waiver for themselves, and any under 18 children who participated.
Each event features food and opportunities for camaraderie and this year was no exception. The breakfast auto tailgate is generously sponsored by the Riding Club of Barrington Hills. Patti Fahey makes the breakfast tailgate food - this year Egg Pepper and Bacon Casserole, Chocolate Dipped Strawberries, and Pumpkin Cranberry Bread! The tent tailgate is generously sponsored by the Village of Barrington Hills. Jan Sheppard sets up the village tent beginning with coffee, hot chocolate; bagels, cream cheese, juice and water, and at the end cocktail sandwiches, more coffee, hot chocolate, juice, water. The coffee was donated by Starbucks.
Every event is notable for outstanding team and individual efforts. There were seven scouts and their dad working together, headed up by David and Darla Stieper. It's a great opportunity to build young volunteer spirits, a satisfying experience they can build upon. In all 24 Riding Club members came out to help. Patti Fahey and her family have been at the last four pickup days, and at each she worked hard setting breakfast up on the tailgate of her SUV with a bouquet of fresh flowers, and then joining a trash pick-up team. Charles Prettyman personally filled 5 trash bags and picked up the 2 tires, and the TV. Carolyn Springer took 79 photos of the teams. (As photos become available they will be posted on the Village Photo Gallery Pages.) Hands on participation come each year from the Board of Trustees and this year was no exception. President Bob Abboud and Trustee Elaine Ramesh were there to work alongside the residents.
