This is Important!!

Many Residents in BH have not mailed in their Census forms. If we don’t reach our goal we are in danger of losing our money and our voice.
If you pick your mail up at a Post Office box, you did not receive a Census form! The Village of Barrington Hills needs to count on you.

Village of Barrington Hills.

Census 2010 - Did You Know?

The 2010 United States Census Forms will be arriving in your mailboxes mid-March.  An accurate count of the Village of Barrington Hills forms the basis for our share of millions of dollars in federal funding and representation in Congress. Ten percent of Barrington Hills’ overall budget comes from per capita allotments.

The following information is provided to answer any questions you may have about this very important civic duty.

What is the Census?

The U.S. Census counts every resident in the United States, and is required by the Constitution to take place every 10 years.

Why is it important for me to fill out and mail back my census form?

  • The data collected by the census also help determine the number of seats your state has in the U.S. House of Representatives.
  • The 2010 Census will help communities receive more than $400 billion in federal funds each year for things like:
    • Hospitals
    • Job Training Centers
    • Schools
    • Senior Centers
    • Bridges, tunnels and other-public works projects
    • Emergency services
  • Illinois could lose one or two seats in the House after Census 2010. This will reduce our political influence in Washington.

Where should you be counted?

Most people should be counted in the residence in which they live or sleep six months and one day of the year.  However, some individuals or groups have unique living situations. The Census Bureau residence rule helps make it clear where people should be counted. About the Census Form

10 questions…10 minutes - Discover how the Census Data is collected

Every question is for a specific reason, to ensure response accuracy or determine seats in Congress.  For example, the census form DOES NOT ask about the legal status of respondents or their social security numbers.

The mailing package from the Census Bureau consists of:

  • The 10-question form,
  • A postage-paid envelope in areas served by the United States Postal Service.

Postal workers will deliver the initial mailing in mid-March 2010. In all other areas, census takers will deliver the form package between March 1 and April 30, 2010. Once you get your form in the mail, fill it in and mail it back in the postage-paid envelope provided. The Census Bureau does not send out any confirmations that your form was received.

Important:  Any request for census information from the Census Bureau will be clearly identified as coming from the U.S. Census Bureau and as OFFICIAL BUSINESS of the United States. It is a federal offense for anyone to pretend they represent the Census Bureau. Before your household receives a mailed form, a phone call or a visit from the Census Bureau, you will be given a few days notice with a letter from the Census Bureau Director.

Census Takers in Barrington Hills

Census takers are people hired by the Census Bureau to make sure that our community gets represented as accurately as possible. The census taker’s primary responsibility is to collect census information from residences that have not sent back their 2010 Census form.

The Census Bureau provides the census taker with a binder containing all of the addresses that didn’t send back a filled out census form. The census taker then visits all of those addresses and records the answers to the questions on the form. If no one answers at a particular residence, a census taker will visit that home up to three times, each time leaving a door hanger featuring a phone number, residents can call the number on the hanger to schedule the visit.

The census taker will ONLY ask the questions that appear on the census form.

What to do when a Census Taker visits You


If a Census Taker visits you, here’s what you should do:

First ask to see the person’s ID. All census workers carry official government badges marked with just their name; they may also have a “U.S. Census Bureau” bag. Note that the census taker will never ask to enter your home. If you’re still not certain about their identity, please call the Regional Census Center to confirm the individual is employed by the Census Bureau.  Illinois Census Office: (312) 454-2700

Answer the census form questions for your entire household (you must be at least 15 years old to answer questions) so that the census taker can record the results for submission to the Census Bureau.

Census takers visit local homes several times to capture resident information for the 2010 Census. If you prefer, you can schedule a visit with your census taker. Should the census taker come when you are away from your home, they will leave a contact number.

If a census taker has not visited your home or you have a question about your participation with the census, call the Illinois Census Office at (312) 454-2700.

Help for Non-English Speaking Respondents

Census takers will have a flashcard containing a sentence about the 2010 Census written in approximately 50 languages. If a resident doesn’t speak English, the census taker shows the flashcard to the resident, and the resident points to the language he/she speaks. A census crew leader will then reassign the case to a person who speaks that language.

What if I Miss or Cannot Locate the Census Mailing

The US Census Bureau has made arrangements for a single location in the Barrington area to have official census forms available to the public.  The Barrington Area Library on Northwest Highway in Barrington will have the valid Census forms for residents in each of the four counties of Barrington Hills, Cook, Kane, Lake and McHenry.  The Barrington Hills Village Hall is precluded by law from having Census forms in their offices.  This is true for all municipalities who have a stake in the outcome of the Census.

Why Should I Fill Out My Census Form?

In March 2010, forms will be mailed throughout the U.S. kicking off the 23rd National Census. Should anyone question why they should fill out and return the forms, here are some facts about the Census that may not be widely known.

The United States

FACT 1: The purpose of the Census is to gather information, not regulate. Answers to the 10 questions on the form are confidential under Title 13 of the U.S. Code. http://www.usdoj.gov/04foia/04_7_1.html. Filling out the form and mailing it back will mean a census worker will not make a personal call or see your answers.

FACT 2: A complete count in Barrington Hills will increase the amount of federal funds received for programs such as Policing Services. Per capita distributions of the Motor Fuel Tax and Wireless 911 Tax are based on the Census.

Ten percent (10%) of Barrington Hills’ overall budget comes from per capita allotments. If there were a deficit in per capita collections, the village would have to go into the general fund to make up the difference.

FACT 3: Your state and federal representative districts will be developed based on the number of people counted. The Census determines how many seats each state will have in the House of Representatives in Washington, D.C.

FACT 4: Information collected during the Census provides data for product development and marketing, forecasting demand, location decisions, and the delivery of health, social and educational services.

FACT 5: It is the law. Just as it is illegal for Census workers to divulge information, it is also against the law for residents to not fill out and return their Census forms.

Taking time to fill out and return a Census form just makes good cents!

MYTHS of the U.S. Census

MYTH #1: Information from the Census form will be given to the immigration and naturalization service. — FALSE

TRUTH: The Census Bureau is interested in statistical information only. The survey form collects information on the number of people in a location, their ethnicity, income, housing and other social and economic data. This information is then processed electronically and any information that could be used to identify an individual or company is removed, before it is made public.

MYTH #2: The Census form is too long and asks too many personal questions. — FALSE

TRUTH: The 2010 Census Form is very short and will take about 10 minutes to answer. There are question on gender, age, race, ethnicity, family housing, health insurance, marital history, and military service-related disability status.

MYTH #3: It's OK if I choose not to fill out the Census form. — FALSE

TRUTH: Section 221 of Title 13, Chapter 7 of the United States Code requires persons receiving a Census form to fill it out truthfully and return it by April 1, 2010. It also stipulates the penalties for failing to do so. If you do not return your Census Form by April 1, 2010, Census Workers will contact you to assist in completing the survey.

MYTH #4: The Census is only for U.S. citizens. — FALSE

TRUTH: The census is a count of everyone living in the United States every 10 years. The U.S. Constitution mandates it.

MYTH #5: The Census information won't help me. — FALSE

Census data are used to distribute Congressional seats to states, to make decisions about what community services to provide, and to distribute $300 billion in federal funds to local, state and tribal governments each year.

If you reside in more than one location, you are required to file your Census information in the location you reside for 6 months and 1 day a year at the minimum.




2010 Census - IMPORTANT News!

The United States Census Bureau is gearing up for the 2010 US Census. The 2010 Census will help determine state legislative districts, apportion seats for the House of Representatives, and distribute more than $400 billion annually in federal, state, local, and tribal funds. In 2000, it appeared that the Village lost significant numbers of residents as compared to 1990. We believe this is the result of the inability to reach all residents for the count. The Websites, Newsletters and other forms of communication will be used to gain access to each and every person on the land. Please help us gear up to gain our fair share of the benefits that accrue from a fully accurate count in 2010.

The Communications Committee has been asked to promote the Census in a major way between now and the 2010 deadlines. This is vitally important to our revenue streams. Every man, woman and child on a property is to be counted and access must be given to census takers to allow for the accuracy of the poll. Please make this a talking point at all of your meetings and with neighbors and friends within the Village all year long. Gated homes are hard to reach; we need your assistance!
